E-government and the Legal Culture in Eastern European Countries

Abstract

The article aims to investigate the crucial elements of e-government progress contingent on the extent of legal culture in Eastern European nations, namely the Czech Republic, Poland, and Ukraine. The analysis focuses on the stages and requirements for implementing and developing e-government based on the evaluation of the E-Government Development Index (EGDI) in specific Eastern European nations. The benefits and opportunities that offer e-government for governments and citizens are given. The main barriers that the countries have to overcome to reach the higher level of digital technology integration are defined. Outlines the role of regulatory framework, transparency, accountability, citizen engagement in eGovernment development. The scientific study pays much attention to the peculiarities of national legislation of Eastern European countries in the context of global digitalization and integration of state data into the global space. Positive practices and the existence of existing problems in the implementation of the concept of e-government are shown. The conclusions propose measures to improve the development of e-government.
